Instructions
Step 1: Pound the chillies, shallots, garlic and belacan into a rough paste.
Step 2: Fry the dried anchovies in oil until crisp and set half aside.
Step 3: Fry the paste in the same oil for four minutes until fragrant and darkened.
Step 4: Add the cold rice and toss over high heat, breaking up any clumps.
Step 5: Stir in the chopped water spinach and season with soy sauce and salt.
Step 6: Top each plate with a crisp fried egg and the reserved anchovies.
